The Astral Plane of Air consists mostly of empty air. There are vast,
semi-stable storm systems and areas of poisonous gas that change very
little, but otherwise landmarks are extremely scarce. One notable exception
is a region known as the Empyrean Caliphate.

The Empyrean Caliphate is an alliance of several villages within the Astral
Plane of Air. The ruling village, Empyrea, is primarily occupied by greater
djinn, who have lived on there for countless ages. It floats atop a
foundation of enchanted clouds.

Opposite of Empyrea is the village of Wolkehaum. Long ago, the ancestors of
the cloud giants carved it from a floating mass of rock they found in the
plane of air, assisted by the greater djinn. The cloud giants and greater
djinn formed an alliance that holds to this day. Wolkehaum is ruled by a
jarl, a hereditary office that is subject to the Empyrean Caliph.

Between Empyrea and Wolkehaum is a city of crystal and clouds called
Cirrus. Both cloud giants and greater djinn live there side-by-side. It is
said that angels helped them build the wondrous structures. Angels can
sometimes be found visiting from a nearby portal.

Connecting the three villages together is a marvelous road called the
Skyway, carved from magical blue stone.
