Somewhere beyond the borders of the "real world" is a reality composed of
cloud and mist, air and vapor. The lowermost portions of this Plane of
Elemental Air are inhabited by a variety of minor elementals, some of them
migrants from nearby planes, but many are natives of this wonderous place.
Bolts of lightning cavort with tiny living storms on the Heavyside Layer, a
plain of solid clouds stretching for miles under an endless blue sky.
