With all the posts regarding experience on this board, I thought it
best to post some data:

These are the exp numbers for this boot for various categories.
This is basically identical to how it was one and two months ago. In
short, there has been no net change in the distribution of experience,
in spite of how everyone is feeling. Numbers don't lie.
I think what we're seeing isn't really that the exp is bad, I think it's
that people don't like how variable experience is, and how they can't
predict what areas will cap and which wont.
One part of this problem is that groups which are too high level for an
area often don't realize it. There's no real indicator that you're too
high level for an area, and it's difficult to know if a group needs to
shed members or not. I'll be adding a send in the next upload to help
out with that.
Also, instead of hitting the experience hard when a group is over leveled,
I'll be cutting back the exp cap instead. This should help to encourage
overleveled groups to either split or go elsewhere.
Once this change is stable and has the kinks worked out, I'll take a
look at other parts of the control system and see if more of it can be
pulled back. One thing at a time.
