I know I'm a bit of a slowpoke here, Draak's idea has merit, but I think it
would work better as a skill, not a spell. It would be dependent on
lightning focusing.
I'm envisioning it as a skill that works round per round, like melt or
picking locks. You launch lightning at the target, causing harm and muscle
spasms like Draak's described. Thus, it deals hp and movement damage each
round until you stop or run out of mana. There would no lingering
"debuff".
The cost of mana should be high compared to ball or chain lightning, and
those spells would certainly remain preferable in some situations, but an
electrocute skill would still have advantages over the high-end lightning
spells. It would be the only means available to players to deal movement
damage (in addition to hp damage), and, as a skill, users don't have to
pass a cast check and it can be used in nomagic rooms. Mages would no
longer be powerless in nomagic situations. Hey, clerics have healing
touch, thieves have shadow skills and necromancers have whole bunches of
skills they can use in nomagic, so why not mages?
Also, because it's a skill that would require uninterrupted concentration,
it would primarily be useful to players, especially in groups where a tank
can cover the user of an electrocute skill. Only a well-programmed mob
would be able to employ properly, and that would be the ONLY thing it could
do. It would also be useless in pvp.
