There's already spells that at high levels have secdonary effects like
chill touch that are detrimental to warriors but don't totally break the
game.  Draak's point was that a target's ability to move coordinatedly
would be impaired.  Why not just apply electrocution only to lightning bolt
and chain, and have it affect dex at super high levels the way chill touch
works on str?  Dex is important for some skills like dodge, and would
impair a warrior or other char, but wouldn't suck movement.  If this were 
implemented, the obvious question would be why limit it to lightning?  I'd
revamp the skill to something like elemental control.  This would cause
only certain spells in each elemental tree to inflict the dex damage as
outlined above: electricity due to twitching muscles, cold due to slowed
reaction times due to numbness, fire spells due to blisters, crystal
perhaps to imbedded shards in the flesh.

This would be super annoying to warriors, but it wouldn't be quite as
crippling as the movement idea proposed.  I like the idea a lot, I just
think a different stat or a different mechanic would be in order.

Eagerly awaiting everyone's points about why this is even a worse idea.
