It works the way it does because it uses the 'action' code, and because
only one action can be running at a time.  This means that all other
actions are locked out when one action is running - fishing, turn, lifetap,
deathwalker, cloak of darkness, cloak of fear, butcher, harvest, etc.

It's basically a code limitation of the action infrastructure.
