Subject: clan ranks - initiate permissions

This method might not work for every clan, so I am proposing the ability
for clan elders to be able to toggle or set the rank/level for the following
permissions.

Use of Clan Traders
Use of Clan Recalls
Use of Clan Storage Lockers
Use of the Clan Channel
The ability to read clan boards, or messages addressed to the clan

This would give clans the ability to recruit prospects and gauge how well
they fit in the clan before promoting them to a member with full
permissions. There may be other permissions that would be useful for this
process that I haven't thought of, and the permissions could also be spread
across the various ranks.  For example <clanset permission clantrader 3>
would allow all ranks 3 and higher to use the clan trader. (initate level 3
and greater).
