Westie's post seems to be making two points:

1) Getting newbie points at a high level character is hard, because there's
almost never available newbies to gift.

The basic problem is that there's not enough newbies for every high level
to gift at their maximum rate.  There are two solutions:  speed up the
reset time on newbies before they can receive another gift,  and increase
the reset time on high level players before they can gift again.  I can do
a little of both by increasing the time overlaps, but the real root of the
problem is that there's more people able and willing to give gifts than
there are new players to receive them.

I'm not sure this is a bad thing.


2) Restarting players are picking up a lot of gifts.

I'm not convinced that this is really a problem.  Restarting players get
gifts, and some of those players are legitimate restarts while some are
idiots.  However, the gift amounts aren't particularly powerful or
interesting, and if high levels didn't have it to spare, they wouldn't be
giving the gifts at all. I consider it self regulating from that
perspective.

I'll also point out that the first point, more people willing to give gifts
than newbies able to receive, is relevant:  there's more than enough high
level players giving out gifts to make sure every noob gets one, even with
restarting characters.  If restarting characters were taking gifts that
would otherwise go to true newbies, I'd consider it a problem, but that's
not happening.
