 As to shield bash.  You should certainly suffer an armor penalty while
using this maneuver.  Also too, it's possible to imagine this skill opening
you up to blood letting, trip, or other maneuvers.

As to headbutt, I think probably if this were implemented it should cause
at the very least a few rounds lag to the user if not some minor confusion.
 

I'm not opposed to either skill, but I think neither is really needed atm. 
Further, I think honestly they probably should be fairly difficult.  SHield
bash for instance should probably have a couple of prerequisites, say
defensive fighting and/or charge and bash.
