Usage:
cast ventriloquate <target> <string>

This spell is, in general, a remarkably useless cantrip.  It allows the
caster to throw their voice onto a nearby person or object.  It is often
used to make it appear as though objects were talking.

When cast on a character, the target always knows who cast the spell.

Bystanders who are well versed in the spell also stand a good chance of
knowing who is using ventriloquate.
