Sometimes you may acquire very special wands or staves via quests or events
that NPCs are willing to recharge for a price.  The item should identify
who is able to recharge it.  Simply go to the NPC and use the 'list
recharge' command to see how much it would cost, and you may use the
'buy recharge' command to purchase the recharge.
