A 'blink teleport' causes a creature to spontaneously teleport to a nearby
location.  Generally, if a creature cannot normally walk into the
destination room, it cannot blink teleport into that room.

This spell isn't castable, but can still be found in nature and produced
in a handful of ways.  It can be brewed, and some creatures have it as
an intrinsic ability.  Some physical locations may also cause blink
teleport to occur due to the way that space is constructed there.
