Usage:
use <staff>            - use the staff, hitting everything in the area
use <staff> <target>   - some staff spells require an explicit target
use <wand> target      - all wands must be given a target

To use a staff or wand, you must 'hold' it first.

Staffs affect everything in the room when used, and can be very powerful
objects.  Some staff spells, such as control weather or locate object,
require you to specify a target when using the staff.

Wands will only work on a single target, and must be aimed to be used.
