Usage:
cast fireweb <target>

'Fireweb' is a high level fire spell creates a half elemental, half
physical web of burning material that engulfs and sticks to the target,
similar to napalm.  The initial blast does an amount of damage, while
the burning continues for a short period afterward. Creatures that are
on fire are more easily blinded, such as with shower of sparks.

Creatures made primarily from fire or water are immune to being lit on
fire. A high saving throw against fire has a chance to protect against
the burning effect.

Immersion in water has been known to put out the flames.
