Syntax:
who
who <name>
who <level>
who <low level> <high level>

Who shows a list of all players in the same plane as you that you can see.
Who with a name will show you the levels and title of that character if they
are on.  Who with level arguments will show all those characters within a
given level range.

Note that this will only show characters THAT YOU CAN SEE.
Players on different planes will not show up on the who list.  There also
may be a great many players in dark rooms or invisible that you cannot see
without spells.  It also will not show gods, if they decide to be invisible.

There are also a bunch of other options:

who @<remote mud>   : shows users at a remote mud
who pk              : shows player killers on the mud
who gods            : shows immortals that are available
who -level          : shows average stats of players
who -<class>        : shows members of that class
who -idle           : shows people who are idle
who -noidle         : shows people who aren't idle
who -afk            : shows people who are afk
who -noafk          : shows people who aren't afk
who -arena          : shows score/rank in an arena
who -fame           : shows players sorted by fame
who -combat         : shows players sorted by combat points
who -explorer       : shows players sorted by explorer points
who -helper         : shows players sorted by newbie helper points
who -newbie         : shows newbie players
who -gift           : shows players that qualify for newbie gifts
who -unclanned      : shows players that do not belong to any clan
