clan recruit

The 'clan advertise' command sends a message to all logged-in elders
with their 'eldertell' channel on that the advertiser is desirous to
join a clan.  It places the unclanned player's name on a list that can be
viewed by clan elders using the 'clan recruit' command.

'Clan advertise' can optionally send a custom message to all currently
logged in clan elders instead of the standard one.
