Usage:
cast static blast <target>

The 'static blast' spell is a low level lightning spell which allows
the caster to blast a nearby target with small static lightning bolts.

The pattern of the bolts is said to look very much like a fan, spreading
out from the caster to hit the target.

For a brief period, the target of a static blast spell is more vulnerable
to lightning attacks, though a simple ground spell counters this lingering
effect.
