Keywords are:  'set annoy annoyance'

Many spells are considered to be annoyance spells, including:

confusion
lethargy
feeble mind
faerie fire
dispel magic
invisibility

(This is not a complete list.)

You can't cast these spells on other players unless:

1) The player allows you, using the 'set annoy' command
2) The player is grouped with you
3) You're pking that player

Remember, you can allow annoyance spells to be cast on yourself with
the 'set annoy' command.
