Use these commands to set and edit the disclaimer for the channel you are
currently connected to (if you have that authority.)  People will see the
disclaimer when they explicitly connect to the channel.  Disclaimers should
generally be only a few lines long (eg short.)

Note that a channel disclaimer cannot override the default moderation
policy of public channels.  If you don't want your channel to be moderated,
make it private.
