%create <channel name>
%create <channel name> private

The create command allows a player to create a channel.  The name must be
one word, lowercase, and unique.  Don't be a doink when naming your channel
or it will be destroyed by a god.

Private channels can only be used by those who know the channel name and
have the appropriate passwords.  Note that if you create a private channel,
you will still have to set a password to keep it private.

A channel's primary owner is listed as the first owner of the channel, as
shown when using 'channel stat' on the channel.
