Usage:
cast blue dart <target>

'Blue dart' is a low level mage spell that creates a focused jet of
flame that can be directed at a target. The flame is small but
magically intensified so that it burns blue.

Some fire based creatures are also healed by this spell, and magical
creatures may be able to partially absorb its effects as well.

When cast on yourself, it magically contains and stabilizes the jet
as a fiery blue dart. The dart can be used as ammunition for blowguns.
