Usage:
tactic create <length> <skillnames> [-force]

This command lets you create a new random tactic and add it to your
existing tactics.  You can choose the length of the tactic and a few
of the skills that will be in the final tactic, but otherwise the
created tactic will be random.

If you use a thief skill and know cross class tactics, a cross class
tactic will be created.  Otherwise an advanced tactic will be created.

Each tactic costs one practice to create, and after it is created you
will have to learn the unknown pieces of the tactic.

In order to spend a practice to create a new tactic, you must give the
force flag.  Otherwise, only success/fail information will be displayed.
