Rule 1.4 - Thou shalt not screw with items in newbie zones

This includes moving equipment, taking keys or quest items, spamming
donation rooms and shopkeepers with crap equipment, etc.

The definition on this is pretty weak, which means your safest course
of action as a high level player is simply not to go to newbie areas.
