Rule 13.5 - High level characters should avoid newbie areas

Some events have special newbie versions on the newbie islands.  For these
types of events, do not take a high level character into newbie areas to
try out the newbie version.  High level characters can easily damage the
setup and flow of low level events.

Newbies have a hard enough time with special events already.  Don't make
it worse by wiping out newbie event zones.
