Item description:

It is a band of solid blue crystal, perfectly milled out of some larger
stone or perhaps magically forged into what you see now.  A faded yet
powerful magical fire endlessly circles inside the dark blue translucent
crystal, combining with your own as you touch it.  Looking through the
center of the hoop, you notice that what you see on the other side is not
what you would expect.  The terrain is entirely unfamiliar, and as you
stick your hand through it the portal seems to grow in size, becoming as
large as needed to admit your whole body if necessary.  Through the portal,
