Item description:

This appears to be nothing more than a simple hoop of obsidian.  Upon closer
inspection, you notice over 20 small star sapphires on the inside of the
hoop.  Each gem is worth more than a kings fortune, for inside of each gem is
the rune of sorcery.  Individual gems boosts the user's casting ability, but
if many are focused into a circle, they can give the wearer enormous amounts
of power.
