Item description:

This is a dirty black bracer that would fit over a human's wrist.  Blue
sparks continually shoot from the bracer, some of which catch your skin,
but they just give a tingling feeling. The sparks give off a sporadic blue
glow, an almost hypnotic random shower of energy. The bracer is quite heavy
for its size, but not so heavy as to be a burden. Perhaps the sparks
protected the bracer from the acidic digestion system of the great worm
that ate this long ago.
