It is a rooster claw that has been violently severed from the body of
whatever rooster it came from.  The joints are all stiff, and there is a
tight string around the cut off end, apparently to seal it off and prevent
what little blood was in it from dripping out.  It is still slightly soft,
and starting to smell bad.  Maybe you should take it to the local alchemist,
see if he needs it to brew something with.
