This strange cloak appears to have been made from the fins of a water based
creature. The fins have been sewn together in a haphazard way only to suggest
the job was rushed. Why anyone would want a cloak made of fins is anyone's
guess. Perhaps the fins them selves hold some property that was associated
with the creature they came from.
