Item description:

A cape of pure white feathers woven together with great skill and dexterity. 
The magic of the feathers glows faintly and also aided in the formation of
the cape.  Each feather is long, white, and silky.  The cape looks to be worn
around the neck, but you can only see the points at which the cape rests on
each shoulder and there is no obvious fastener or clasp.  The bird-shape of
the cape indicates how the item might have transitioned from human- to
animal-wear.  Although it seems difficult to figure out how to wear the cape,
it can be surmised that there are other uses for it.
