Item description:

It is a thin filigree of intentionally dulled and hardened silver, with long
and extremely springy wires sprouting from a curved plate that fits over your
shoulders.  Putting the plate over your shoulders, you find it very easy and
comfortable to wrap the wires repeatedly around your arms.  The springy
resistance seems to help bouy your arms against the force of gravity, helping
your movements instead of hindering as you had expected.  This strange piece
of equipment seems pretty well useless against melee attacks (except for
perhaps protecting your upper neck from behind), but clearly it is well
designed and made for some non-obvious purpose.
