Item description:

Instead of the standard wooden handle, this flail has a flexible
leather handle. Two feet long does not give you much length, but
it does make the weapon wieldable one-handed.  At the end of the
handle, strands hold sharp barbs of metal shrapnel into place. 
This is not a nice weapon.
