Subject: PK sentencing guidelines - manslaughter/negligence

Due to situations which fall between malicious intent and accidental pkill,
it has been proposed that a manslaughter/negligence category  be added for
sentencing purposes.

A simple test for this is the following question:

Did the killer proceed with the action that caused the death, in the full
knowledge that it may lead to a death?

As a further test, manslaughter generally does not have a specific target
as the victim.

Sentencing in this case should generally be more harsh than that for purely
accidental kills, but less than for malicious kills.
