Subject: Case 1 - Mob kill steal and equipment loot

Scenario: Group A is in combat with a mob.  All members of group A happen
to be necromancers, and are nomelee casting on the mob.  Group B enters the
room, starts combat with an area effect spell, kills the mob, and loots the
equipment.

Group A owns the equipment.  Group B must return it.

(Note - the nokillsteal flag does not always work reliably with necro
minions, but that does not imply that it's ok to start fights while someone
else's target.)
