Subject: "Globally Destructive" Rule Addition

As a result of the problems involving Teros and Ignotus (detailed in 
earlier case law posts), I have added a new section to the rules to better
cover cases of player toxicity and globally destructive behavior.  The new
rule, backing explanations, and anticipated usage are currently found in
rule section 17, "Globally Destructive Behavior".

This rule should help clarify the power used to deal with Teros, why it's
necessary, and what players can expect regarding the rule in the future.
