Subject: Charisma / Control Points

Help Charisma seems to imply that it affects your control points, even
though it doesn't. Could this be addressed by either (1) editing it to
remove this misleading info, or (2) by allowing charisma to add something
like charisma/10 in bonus cp, on top of your level cp?
