I agree with Lokar.  I'd strengthen the wording, and make the thwacking
hard and often.  I haven't been around to be affected by this particular
instance, but as others have noted, this is a perennial problem and isn't
going away any time soon.  While I see Rhorae's point, I think the minor
code fixes sound like a place to start, and if those new rules and code
fixes don't work there's always the option of just minus 200,000,000
experience points/hour for any IP address associated with a bot.  Anyway,
my  2 cents.
