Subject: Suggestion for the new relic necro piece

Is it possible that the ANTI_NEUTRAL flag could be changed to a NECR on the staff
of goblin skulls?

It almost forces the player to stop being neutral to use it, which doesn't seem to
be the case with the other  low level relics:

level 33  , ARTIFACT GLOW RELIC , damage 3 to 33 zapping none needs 15 str.  account

total 104  , ARTIFACT GLOW NO_BACKSTAB RELIC , damage 5 to 25 slow magic pierce needs

I decided to look at the pieces that would be the first ones available for the different
classes since that seemed most fair to me. None of those seem to have one specific
alignment in mind.
The only exception to this, that I have found, is the chipped obsidian blade, which
seems to work as the counterpart for the arm of Reorx:
