As far as I can tell, you gain favor more slowly the more you have. So if
that remains, using up favor will allow you to regain it at a steady rate,
whereas not using up any will cause you to gain more slowly. Thinking about
that, that would prevent situations where one could store up mass amounts
of favor and go on a spree, so that's actually a pretty good system.
