Actually, I'm pretty sure that there's teleport scrolls out there already
with the same power.  Nosummon flag stops it, and I've frozen people for
teleport pk before.  I'd rather not remove it, since it's already got what
I'd consider reasonable defense and is a well understood way to get your
account frozen if it's abused.
