Let me first begin by saying I was not at all happy with this change at
First, that said, it has led to at least one very good feature:
the quest replay feature.

Splitting legacies out from other quest types allows new players to have a
more level playing field, and it does give a way to see what older players
have done in past system events.  If quest replay could be extended to
replay quest information from legacy quests that one does not have, that
might be a nifty feature, allowing someone to experience, no matter how
briefly, part of an old system event.

The possibilities for historical record from this rival the great library
and provide a chance to preserve past system events and gives a way to
maybe use quest info in new and interesting ways.  Perhaps by having the
quest number, we could use a command to see what mob gives that quest
number, making locating quest givers easier.  

I hope that we get more from this change than just the leader board
changes.  It would be an excellent opportunity to take something that on
the surface appears to only benefit 50 or 60 players who care about one
leader board, and change it into something that benefits the entire player
base.
