I don't think all of those with gold are simply not spending it just to
hoard it, but just don't have anything to spend it on.

They have their tank set, they have enchanted their eq, they don't need
consumables, so what is left?

One option might be to give more things high level players can spend gold
on or maybe make it more worthwhile to buy credits with gold.
