Subject: store power bug that has potential for illegal PK

This is probably public knowledge by the time this is posted. There is a
pretty serious bug that allows you to store power teleport on group members
and it will teleport the person = potential illegal PK. Am not sure if this
works too for wands/scrolls. Outside of groups, set annoy blocks this.
