If they create more than one account then they are disobeying the one person, one
account rule. So then they could get dinged for that.
Though i'm not sure if it would be a  huge problem because you really don't need
more than 5 million gold at a time. Even the most expensive legendary enchants are
only about 2m a piece. So most people wouldn't even hit that limit.
