No botting in cities would be good, also if they're going to bot even
outside cities the bot should have a way of checking players in an area and
if other characters enter an area the bot should leave.  I don't think its
ok for a bot to take over an area because its not aware that other people
are trying to run it.  I don't think botting is an aweful thing like some
do  but I do feel that limiting where the bot can do things and being
harsher with punishment of bots that break the rules would be a good 
thing.
