Subject: Milano quest dependencies

The quest to retrieve Milano's scout is now dependent on delivering the
letter to Bandera Azul.  If you had started Raquel's quest but not yet
completed it, you'll notice that it has disappeared from your quest log. 
Complete the letter delivery quest and it will re-appear.
