Unlevelling was implemented for situations when Dentin changes fame or fame
requirements. These situations are things that are for the most part out of
a player's control. It gives them an alternate method to be able to
continue to advance if they don't feel like running all of their catch up
fame at once. Your suggestion however would allow them to use it for things
they caused with their own decisions, and would be way too abusable. I can
just picture people levelling something, then unlevelling it just  to
re-level it for the practices, just to name an example. It would also
create a huge mess with players everywhere knowing skills or spells they
can no longer use effectively. It wouldn't make sense if anyone at any time
could simply lose their proficiency in a class.
