Fiddling with skirmish again. It should be less reluctant to relinquish
targeting when you or the target are not in the same room. (Ciella)

Changes to fame calculations, to exclude fame from unopened areas. We
have gone through many old zones and grandfathered them to open status,
but players may still lose a few fame.  We are trying to keep this to
the absolute minimum, so if you lose more than a few dozen fame, please
let us know.
