Enemies with low morale are often weaker opponents, with less energy to
attack and often passing up openings in battle.  Having high morale
helps resist fear-inducing attacks. Raising the morale of your group can
sometimes turn the tide, as can lowering the morale of enemies.

Some things that can lower enemy morale are the warrior roar and
intimidate skills, necromancer spectral rot spells, the thief 'feint'
and 'flourish' skills, the druid 'call thunder' spell, some mage illusion
spells and the cleric 'despair' and 'remorse' curses. Most effects
that cause fear can also lower heightened morale.

You can raise the morale of your entire group using the warrior 'rally'
skill. The cleric 'bolster' spell can raise morale, as can eating
sweet foods.
