Currently there is no naval combat. 

Ships have weapon slots and hulls. The definitions and tables for
weapons and hulls exist. Damage routines exist. However, there is
currently no combat engine for ships.

Once we have one, we will be able to turn weapon and hull purchases
on and seamlessly drop it in place.
